to keep or not to keep?

so, less than an hour ago I found this baby... and I want to put it to a vote.

issues:
-head flattened and well crushed (I could use an artificial head though)
-the foot well... 
-guts out
-leg torn mostly off
-heavy blood staining
-no tail
wings crushed and distorted
-has already been skinned down belly

good things:
-feathers around nape
-head feathers are not to bad
-one foot is good

this photo makes it look better than it actually is 

I don't know. this is the first time I have gotten a hawk but he is the worst roadkill I have picked up (bird wise)
I have two months until I have to decide whether to get the permit or not (about 100$)

LEAGALLY I CAN HAVE THIS GUY FOR TWO MONTHS BEFORE I HAVE TO APPLY FOR A PERMIT
NO COMPLAINING HE IS ROADKILL!
